The Sanctionaries of the Bonds Involute are the enforcers of planet Desoleum. They are bound into service of the noble houses of the planet and the Consortium to act as the law on the hiveworld for the crimes beneath the notice of the Adeptus Arbites (read their entry in DH2E's core rulebook for more). They are armed thugs that protect their masters' properties and do not engage in much dispensing of justice. They are noted to not even have much experience fighting gangers. It does not help that the nobles and merchants Desoleum actually use bonded gangers, sanctioned thugs, to wage proxy wars against their rivals in secret. Much more feudal guard versus what one would expect of law enforcement (and an extreme contrast to the Vigil of Juno, who go in the extreme opposite direction in terms of how they treat their job.) It is noted that rarely there is the individual here and there that attempts to bring proper justice into the hive. Unfortunately, these individuals do not tend to last long. Either they fall to the criminals they prosecute or to the machinations of higher-ups, merchants, and nobles that find their white-hat natures bad for business. There is a need for some proper law in Desoleum. The Rosa Initiative seeks to fill a gap that is badly needed in the realm of hive justice.
The Rosa initiative is a special enforcer department created by lady Aya of house Rosa, a relatively young house of the Consortium. Lady Aya funds the initiative and takes personal control at times. The initative's main mission is to specifically deal out justice to gangers, smugglers, and other criminals that have been overlooked until now. While its members only comprise about 5% of the sanctionary population, they have excellent results. The Initiative's creation is controversial amongst the nobility of Desoleum. It was created after an incident involving a Munitorum shipment. House Surena, which has a vested interest in the Imperial navy and involves their voidships and resources in the Navy, was transporting a large shipment of war materials including weapons, vehicles, and warmachines that was to go to the Involute Cadres, Desoleum's local regiment. Their ground shipment was set upon by groups that were later found to be insurrectionists, non-bonded gangers, and bonded gangers not acting to their masters' wills. The controversy comes from lady Rosa's sole control of the RISD (Rosa Initiative Sanctionary Department). It looks like an attempt to create a private army that is spread amongst multiple hives under the guise of law and order. There is also the great change to the oaths that Desoleum finds sacred that has had the greater houses not looking kindly on the RISD's foundation. Lady Rosa is supported by House Gotha and House Konstant amongst a grand coalition of minor houses looking to take some power away from the great houses.
So to simplify: They are a branch of enforcers that are trying to act like natural poh-lice.
